TESDA LEADERSHIP TURNOVER. Newly-installed Technical Education and Skills Development Authority (TESDA) Director General, Secretary Isidro S. Lapeña, PhD., CSEE, receives the TESDA flag symbolizing leadership authority from TESDA Officer-in-Charge Deputy Director General Rosanna A. Urdaneta during a simple turnover ceremony held at the TESDA Women’s Center last October 31, 2018. Lapeña, who succeeded Director General/Secretary Guiling Mamondiong, is the 12th TESDA chief executive since it was established in 1994.
